A closet is the one piece of cabinetry judged entirely on how much fits in it, and the one most often planned by eye. The arithmetic is simple and almost nobody does it: count the hanging, count the folded, count the shoes, then design.

A single rail at six feet wastes the three feet underneath it. Shirts, jackets and folded trousers need about 42 inches of hanging height, which means two rails fit in the space one usually occupies.
Long hanging - dresses, coats - needs about 70 inches and should be one dedicated section rather than the default for the whole closet. Most wardrobes need far less long hanging than they are given, and the space it takes is the space the drawers wanted.
A drawer bank in the middle of a closet does more than shelving for the same footprint, because folded clothes on an open shelf collapse and drawers do not. A counter over the drawer bank gives the one flat surface a dressing room needs.
Shoes take more room than anyone plans for. Angled shelving shows the whole shoe and holds fewer pairs; flat shelving holds more and shows less. Boots need a section with no shelf above them at all, and that section has to be decided at design stage.
